GURUGRAM: You could be fined up to Rs 5,000 if you are seen carrying a plastic bag or thermocol product or taking one from a vendor. has recently passed a set of bylaws banning the use of plastic and thermocol items in the city.
Anyone found using plastic bags or thermocol products, for any purpose, will be liable for a first-time fine of Rs 1,000. The fine can go up to as much as Rs 5,000 if anyone is found guilty of the offence on multiple occasions. And for manufacturers, the penalty will be Rs 20,000 for the first time that can go up to Rs 1 lakh, officials said.
“These regulations are applicable to every person, government and non-government organisations. And there will be a ban in the whole area of Municipal Corporation of Gurugram for use of plastic and thermocol for decorating purposes,” reads a copy of the bylaws accessed by TOI.
MCG commissioner Yadav said, “While the Centre has already banned the use of plastic, as a municipal body we have formed our own bylaws. Our major concern with plastic is that it is choking the city’s drainage system. The bylaws have been approved by the corporation house and sent to the state government for final approval.”
Apart from passing the bylaws under sub-section (6) of 42 of Municipal Corporation Act, 1994, which regulates the use and handling of products manufactured from plastic and thermocol such as disposable dishes, cups, plates and glasses, the corporation has also formed teams to impose fines on violators.
“We have formed different squads for the implementation of the bylaws. For the repeat offenders, we will maintain a database which will help us to identify if the person has defaulted earlier as well,” said the MCG chief. “The corporation will also rope in citizens, resident organisations and NGOs for implementation of the ban,” he added.
However, pet bottles made up of high quality food-grade virgin having a capacity of not less than 0.5 litres shall be allowed subject to compliance that manufacturers, sellers and traders develop a buyback depository mechanism, officials said. However, these regulations shall not be applicable to plastics used for packaging material, manufacture of plastic for export purposes and a few other categories.
